Study On B County Government The Institutional Change Of Agriculture Technical Extension

Agricultural technology popularization is that government by way of system design and policy promotion introduces advanced technology to agricultural production selectively, and improves the agricultural technology and agricultural management level of our country. It is the system measure that Chinese government realizes agricultural modernization. County government of B regards the construction and completion of this popularization of system as important action to realize agricultural modernization,and improve peasant's life style and living standard. It is significant to improve the popularization system to accelerate the construction of socialist new countryside through analyzing intension, existing problem of changes and countermeasures of the popularization system in county government of B by using system changes theory of North.The thesis includes four parts. The first part is selected title background, research meaning, literature survey, some of innovation, the thinking of writing and research approach of the thesis. The second part defines the meaning, range and function of government's agricultural technology popularization system changes. It set up the theory frame of the thesis by using the system changes theory of North to analyze system setting up and evolution of agricultural technology popularization of county government from analyzing behavior assume, change route, trade expense and conversion cost of agricultural technology popularization. The third part discusses the situation of agricultural technology popularization system changes.Describing the change way,the process and backgrand of the B country in detail. And analysis it sufficient in four aspects from the frame of North's Institution Change Theroy.The four part conserns about problems that exists in system changes of agricultural extension, mainly including indeterminate in value lead, seriousness of reliance on route, the trade expenses of the system are higher and slower in pace with system changes. The five part is related to improve the countermeasures of the popularization system changes, such as defining the public value direction of the popularization, adopting routes promoted by common power, reduceing system changes through standardizing the system, accelerating the pace to improve the system of agricultural technology popularization. The paper studies the course of the agricultural technology popularization system changes of county government of B by adopting methods of determining the nature and ration, standardize analysis and real example to analyze. It analyze the agricultural system and progress of the policy since the establishment of China through the way that the child is father of the man. Researching on the course makes contribution to improve the performance of agricultural technology popularization system and promote the agricultural modernization and development of urbanization of villages.
