Agriculture is the foundation of the national economy; it has the assurance of social stability and national prosperity. The importance and specialty of agriculture demands the supports and protections, especial the fiscal support from government. As a core measure for government's supporting and protecting in market economy, fiscal expenditure for agriculture has been paid much attention by governments and researchers in different countries.China is a big agricultural country with 9 hundred million of who are countrymen, and in the conversion from traditional agriculture into modern agriculture. Research on the fiscal agricultural expenditure is helpful to make good use of the limited agricultural funds, to promote the development of agriculture.Since the reform and the open policy, China government has stressed on agriculture and arranged certain expenditure on agriculture every year. There are several indexes to measure a country'agricultural development, such as agriculture economic growth and the output of the food staff. This paper makes a positive analysis qualitatively and quantitatively on the effects of government expenditure on the two former aspects separately based on two angles: the expenditure size and the structure.This Paper's basic idea is analyzing and solving problems. Based on the theory of Public finance and by the way of the combination of theoretical analysis and practical analysis of the study, this paper Provides a more comprehensive analysis of the current situation and Problems existing in fiscal expenditure for agriculture,since the financial reform and opening up. To China's actual situation and draw on the successful experience of foreign financial support for agricultural development. This paper puts foreword policy recommendations to improve the China's financial expenditures on agriculture under the new situation.In the introduction, the author briefly introduces the background and the significance of the topic,and the research methodology. Furthermore they summarizes some of the domestic and foreign scholars'different concept about agricultural fiscal expenditure,then proposes their topic of research.The paper is divided into five Parts: In the first part, the Paper expatiates the domestic and international theories concerning fiscal expenditure for agriculture,providing the theories foundation for the follow-up research with the analytic methodology.The second Part is about the foreign experience of fiscal expenditure for agriculture. In this Part,some of the foreign representative of the fiscal expenditure for agriculture has been introduced briefly,some lessons and experience has been leaned based on China's national conditions.In the third part, it mainly analyzes the scale and the patterns of the fiscal expenditure for agriculture in China since reforming and opening to outside, with the positive analysis method and comparative research method. And the research finds out the problems existing in the current fiscal expenditure for agriculture. Moreover, the paper tries to analyze the possible reasons result into the problems.In the forth part, it mainly analyzes the scale and the patterns of the fiscal expenditure for the food staff production. In terms of the scale and the size of agricultural expenditure, it can be concluded that government expenditure has surely promoted agricultural output. And further increases are projected for the future.Finally some relevant implications and new aims are suggested according to the problems under the new situation. They are to make sure the increase in the scale of the expenditure and further improve the structure and the management of the expenditure. These suggestions are useful to maximum benefit of the expenditure. In addition, at last, the Paper also considers some relevant reform measures.
