Based On Industrial Clusters Theory To Analysis Xinjiang Traveling Industrial Development Strategy

With the development and prosperity of the tourism industry in the worldwide, constantly, the features has been changed, the industrial structure has been adjusted and the newly format has emerged endlessly. In a large number of the world's emerging tourist destinations with international competitiveness, there has arisen a remarkable phenomenon in the tourism clusters.Taking the theoretical study of industrial clusters as the instruction, based on connotation in the definition of industrial clusters, the constituent elements and characteristics, formation and classification, this paper puts forward the concept of industrial clusters, characteristics, formation mechanism and competitive advantages. To aim at some development situation, such as Xinjiang tourism's beginning of taking shape and the relatively centralized distribution, the imperfect system and the weak overall competitiveness, the paper uses industry concentration, the Gini coefficient and Haofenber-index to evaluate the extent of industrial cluster; to aim at some existing problems in the development, the paper explains the necessity of industrial clusters and analyzes the feasibility in the development. Combining the industrial clusters theories, it analysizes six factors that affect the industrial clusters development in Xinjiang: tourism resources, tourism demands, the development of tourism opportunities, tourism and related industrial entities, the structure and competitiveness of tourism enterprises and the role of government. And combined with the six factors, it proposes several usable models and ideas of space structure in the development of industrial clusters, such as extension-chain development model, economic cycle model,"aircraft carrier"mode and the government's promotion form. By short-term and long-term, it plans the development strategy of the industrial clusters in Xinjiang. Finally, according to the actual situation in Xinjiang, it comes up with some implementation strategies, such as innovating the system, creating unique brand, strengthening the human resource development and enhancing government's support. And it also raises some suggestions, such as to create the tourism industrial clusters by seizing opportunities, to improve and strengthen the government service, and to nurture the industrial cluster demonstration areas.
