The tourism industry cluster theory has been widely discussed among the scholars, but the possibility of its appliation remains a controvertial topic. It is argued in the thesis that the tourism industry cluster theory is not a feasible in the management of tourism, because, contrary to the culusters of manufacturing and high-tech industry, it is difficult to form a cluster of tourism.The paper first analysis the reasons for the forming of an industry cluster. It is maintained that the saving of transportation cost, sharing of labor forces, and spillover of technology are the principle drivng force in the formation of high-tech industry clusters. Meanwhile, owing toits weak performance in tourism industry, these driving forces are not very effective in promoting the formation of tourism cluster, and the major reason lies in the characteristics of the tourism industry. Finally, the paper, taking the "ecological-and-cultural tourism zone of west Hubei province" as an example, demonstrates a detailed analysis of the current development of tourism in west Hubei Province. The location quotient indicates that the "ecological-and-cultural tourism zone of west Hubei province" has not been formed. The case-study of this paper further proves that, compared to the formation of manufacturing and high-tech technology cluster, the turism industry cluster is more difficult to form.
