Since reform and opening up, the rapid development of China's iron and steel circulation have happened, followed by the flow of iron and steel enterprises in circulation have become increasingly large scale. However, compared with the developed countries, China's iron and steel circulation industry development is not yet mature enough, still in the development stage. Iron and steel circulation industry matters the national economic lifeline. What is more, it plays an important role in the sustainability of China's rapid and steady development. The enterprises in the industry is not only in the environment of lower reaches of the squeeze on their profit margins, the promotion of business model and the escalation of global competition, but also in the process of from a traditional planned economy to a market economy transition, which will inevitably face numerous complexity and uncertainty. And, since the accession to the WTO, the impact of the external macroeconomic environment in the industry have become more and more serious. So, how to respond to the changing external environment is very worthy of the iron and steel distribution companies on the issue.In terms of perceived service flexible and environment dynamism theory, the paper studied the effect of flexible services to the company's business performance and the control action of environment dynamism in the course of the operation of China's iron and steel distribution companies, thus helping the iron and steel distribution companies to better respond to changing external environment. On the basis of in reviewing this study literature at home and abroad, build a service flexible and business performance model, and use the empirical method to validate the model.The results of data analysis find that the level of service flexibility significantly affects the level of business performance. The research also finds that the dynamism environment is a significant control affect between the service flexibility and business performance. That is, the greater degree of dynamism environment, the more service flexibility significant impact on the business performance. Therefore, in a dynamism external environment, the iron and steel distribution companies need to build and strengthen services flexibility.As the result of the research, we put forward some advice as follows:1. Enhance the service flexibility practically, strengthen enterprise's ability to adapt the intense competition;2.Explicit the enterprise own need, pay great attention to choice the emphasis point of service flexibility;3. Judgment the degree of environment dynamism degree clearly, control the development of service flexibility;4.Balance the cost and income carefully, control the degree of service flexibility reasonably.
