The United States is one of China's main trading partner countries, however, China currently tops the list of the countries against which America initiates anti-dumping investigations. According to the statistics of WTO, the United States is the country second only to India which has initiated the most anti-dumping investigations and taken the strongest anti-dumping measures against China. According to WTO, among all of the countries initiating the anti-dumping investigations against China, America is second to India in number of initiation cases of the anti-dumping investigation.Whether in the international community or in China, the chemical industry is one of the industries that has encountered the most anti-dumping investigations. Therefore, it is necessary that we find out the truer reason of those anti-dumping investigations concerning the chemical industry and provide some feasible suggestions. If we can take lessons from the typical anti-dumping cases, it will be beneficial to both our firms and our country in the process of responding to the anti-dumping investigations.On the basis of reviewing the relevant literatures and research achievements on dumping and anti-dumping theories and practices, this paper firstly introduces the American anti-dumping rules and provides the economics interpretation to the causes and consequences of dumping and anti-dumping cases from a theoretical point of view. By analyzing the status quo of anti-dumping investigation initiated by the United States against China's chemical industry, this paper finds out its characteristics: large in number of anti-dumping investigation, high rate of successful cases, a growing amount involved and the increasing concentration range of products involved. At the same time, this paper have depth analysis of the reasons of the U.S. anti-dumping investigations against the chemical industry in China, including the prevalence of new trade protectionism, the discrimination of United States anti-dumping policy, and intensified friction caused by a trade surplus, and other external factors; The internal factors involve unreasonable export structure, improper competitive strategy, the lack of macro-regulation and unfair competition, failure to respond to anti-dumping cases, and unsound anti-dumping early warning mechanisms, and so on. Finally, this paper put forward the relevant prevention suggestions and countermeasures on defending an action from the state, industry and business point of view. Country-level strategy to deal with export products mainly include guide industrial upgrading, and to accelerate domestic economic reform, to get rid of the " non-market economy" status as soon as possible, to strengthen the construction of anti-dumping information service system, and improve the supporting legislation for enterprises involved in anti-dumping cases and so on. From the perspective of the industry, the responses are mainly anti-dumping early warning and monitoring to assist the Government to maintain the export order, effectively playing the role of trade associations, the defense of the market economy status and help the enterprises to responding to anti-dumping and so on. From the enterprise point of view, the main response are to increase value-added products and enhance brand awareness, improve the financial system into line with the international accounting system, adjust the international business strategies to circumvent anti-dumping, the intensify the personnel reserve of anti-dumping team, the work together closely with importers, and take special measures when the anti-dumping investigation occurs.
