A Study On The Policy Of Collective Construction Land Circulation In Shanghai

Collective construction land circulation has caused wide public concern as an important part of planning city and countryside's development entirely, because it has become the important content of implementing the scientific concept of development, promoting the sound and rapid eco-social development as an main carrier.Since the reform and open policy, some regions, including Shanghai city successively conduct collective construction land circulation pilot job to a certain extent, optimize the allocation of land resources, increase the income of peasants, mend city's pace of urban and rural integration. By using marxist theory, property and business, deng xiaoping's theory of rent socialist market economy theory of new institutional economics, the western economics theory and the theory of modern civil law theory, this part analyses the collective construction land circulation, and lay the foundation for the analysis of the text.The third part analyzes main methods of collective construction land circulation and the problems and he main bottleneck of collective construction land circulation in Shanghai since the reform and opening policy by combining the current situation.is the domestic and foreign experiences.The fourth part summarizes policies and practice of the circulation of rural collective construction land of Japan, Britain, France, Guangxi, Jiangsu suzhou, Anhui wuhu.Chongqing and Chengdu.The fifth part is to explore and design policies. On the basis of theoretical analysis and summing up the experience at home and abroad, the dissertation propose the overall circulation of ideas and goals of collective construction land transaction in Shanghai, and circulate around the current problems the dissertation designs the policy in seven aspects: the definition of the scope of collective construction land transaction, determine the right of ownership of collective construction land, the distribution of income flow, the way of flow, period, prices and platform conduction of collective construction land transaction, circulation procedures, government supervision in circulation, operation mechanism and flow pattern, and solutions of problems left over by history. Furthermore we put forward specific policy measures.
