| 21st century, the era of knowledge economy has appeared. The economic globalization, information technology and the high-tech is rapid development. Scientific and technological innovation, especially "independent innovation" has been vauled by countries all over of the world, and it has played improtant role in development of economy and socifty. At present, our country has determine the goal of "enhancing capability of independent innovation, building an innovation-oriented country" as the national strategy. The R&D investment is the key to enhance innovation capability of the country and the inenterprises. Therefore, it is very important that increases R&D investment and enhance the efficiency of enterprises to building the independent innovative capacity.This thesis use R&D investment description pattern with massive data, many tables and charts, from the total amount and intensity of the investment, sources of funds, the flow and compostition of R&D expenditure and the personnel investment, studies and compares situations between our country and other countries. The results showed:our country's level of R&D investment still lags behind the level of economic development, and there are still more questions, for example: R&D Investment has grown rapidly while low total amount and intensity; lack of financing channels, incentive mechanisms are not perfect; relatively low proportion of government investment and not conducive to basic research; The investment of enterprises increased, but the main effect was not obvious; R&D personnel in the intensity of per capita investment and capability of independent innovation are also inadequate; country has been a lot of incentive to develop enterprise R&D investment policy, but also less use and implementation; R&D investment in enterprises and capability of technological innovation poor,ect.Through the above comparison and analysis, the author studys the capability of China's innovation from the aspect of the enterprises and government. First, discusses the significance of enterprises' R&D activities which in the china's building of independent innovation, and analyzes the existing problems, gives some recommendations. Then, On the aspect of the government, discusses the government's behaviors mianly which include government investment, incentive policy and technology plan. Through the studying problems of the existing institutional, policy and project, the author analyzes causes and makes some suggestions. |
