Under the ground of large-scale construction and development in highway traffic in our country, the highway route selection as a critical issue that must be addressed pre-highway construction, has become an important object of study in highway research either at home or abroad. But in the current theory and practice of highway route selection often "techniques are held in esteem and the economy are made light of, and even the economic evaluation are often only cost comparison. What's more the current highway route selection studies are mostly based on traffic flow theory; taking vehicles as essentials; focusing on the satisfaction of highway construction to the traffic demand; taking the volume of traffic as the basis of highway alignment.But in fact, the source of traffic is the transportation demand of the different forms, qualities, technical and economic characteristics; the highway contribution also relates to the national economic and social development with the fundamental link of satisfying the transportation demand to the highest extent. While the traffic flow which is the result of transportation facilities, obviously deviates from the objective transportation demand. In accordance with the existent problems in highway route selection theory and practice, this article lodges the economic evaluation of route options in terms of transport demand, the inherent power of traffic. Reflect the transportation demand of real users to the route appraisal in a comprehensive, objective, systematic manner, viewing to be favorable for the transportation.Therefore, this article takes a scientific foundation and guidance of the Transportation Economics, Welfare Economics, Statistics and Transportation Planning Theory, starts the research from analyzing the principle theory of highway route selection, the concept and the basic characteristics of transportation demand, according to the objective theory that the transportation demand is driven by the main benefits to complete displacement., people-oriented, takes "satisfy the transportation demand to the highest extent" as the fundamental principle of research, combining quantitative and qualitative method to evaluate the highway route options in terms of the transportation adequacy and transportation users economics separately, aims to provide a supplementary reference model for route appraisal, thereby enhancing the reliable and scientific of highway alignment.From the theoretical and practical angles, the research in this article has certain academic and practical value.
