The Research On Capital Problem Of Hunan Countryside's Telecom Universal Service

Countryside's telecom Universal Service is the important part of modern telecom regulation, which is also the important way of guaranteeing the civilian's basic human rights, promoting the economy and social welfare and letting all people enjoy the achievements of the telecom's development. Therefore, the theory, policy and practice of capital of Hunan countryside's telecom Universal Service is the common research project to the field of academic research, the administrative body and telecom service Operator.The article make the following points: firstly, we should analyze the capital of Hunan countryside's telecom Universal Service not only just from the field of telecom service but from the aspect of the public economics. The effect of internet ,the obvious contribution to the development of telecom and indicate that telecom Universal Service is the sub-public production. The telecom Universal Service should turn its form from regulation to competition by putting the countryside's telecom Universal Service into the framework of public expenditure, cooperating with farmers, introducing the private capital and comparing the model of cost agent and the theory of bidding's special permission.Basing on the macroeconomic analysis and research about the present problems of Hunan countryside's telecom Universal Service, the author offer some suggestions about the capital of Hunan countryside's telecom Universal Service.The main conclusions are: firstly, because the telecom internet is a sub-public product, the capital should be concluded in the field of government public expenditure. Secondly, considering about the problems of lacking capital and systematic management of Hunan countryside's telecom Universal Service, local government should play more active role. Thirdly, the competition should be introduced into the telecom Universal Service.
