The impact on employment of China of Information industry is not only a posthaste realistic issue, but also a long-term strategic puzzle. Alone with Information industry gradationally fading in employment, its strategic significance is more and more obvious. Government does always treat the employment as important historically. What is gradient of impact on employment exposed by Information Industry? How to ride the choke point by developing Information Industry? What are the effective and positively leading policies of Information industry to enhance employment? These are critical research topics. Research results can provide guidance and reference to governmental policy makers to set policies and development strategy of Information industry.This dissertation studies the impact on Gross employment and its structure of the development of Information industry on the basis of relevant domestic & international theories, by summarizing and analyzing current characters of the development of International and Chinese Information industry, comparing major development patterns and their specialties, performing both quantitative & qualitative analysis and exercising econometrics modeling. Based on case studies, it proposes a mechanism to set Information industry policies, accelerating employability, under Chinese national condition.The study shows that Gross employment and the development of Information industry are long-term co-integrated. Under 90% confidence level and 1 period lag, there is a single direction of Granger Causality between Information industry and Gross employment, which proves the positive impact on increasing Gross employment by developing Information industry; through Impulse-response method, we discover that, from short-term perspective, interruption of the development of Information industry does effect Gross employment, although its impact is fluctuated, but generally speaking, its long-term impact is stable, positive and lasting. From the impact on employment structure of the development of Information industry, there is a co-integrated relationship between shares of Information industry in GDP and employed population; under 90% confidence level and 1 period lag, there is also a single direction of Granger Causality between Information industry and employment structure optimization; also through Impulse-response method, we deemed that there is obviously and continuously positive effect on share of employed population in Information industry by increasing share of Information industry in GDP.Based on above-mentioned analysis, we deem that to release pressure of employability is a long term task, facing to current situation– Financial turmoil heavily shocked to Chinese employment market. We eventually propose public policies, including industrial policies, financial policies, technology policies and HR policies, of the development of Information industry to enhance employability.
