Post-project evaluation began in the United States at the 30s along with 'Roosevelt's New Deal", then the United States "declaration of war to poverty" program has been further improved the post-project evaluation. Post-project evaluation has formed a complete evaluation system in many developed countries, international financial organizations, and some developing countries in the last century in 70 years development.It has become methods of supervision and management of construction projects. In our country, post-project of construction projects is slow owing to the late commencement, cognition deficiency and flaws in management system.The evaluation of research about colleges and universities are far fewer. However, Along with the implementation of the strategy that science and education, the country enlarged the investment to capital construction in the university gradually. Post-project evalutionhas also aroused great attention of the relevant department.This thesis studies the firstphase of the project of China university of petroleum Qingdao Campus .First of all, the thesis introduces the status of the post-project evaluation at home and abroad,and elaborates the definition of post-project evaluation, the relevant basic concepts, contents and procedures.Then,the thesis describes the methods of post-project evaluation, the thesis focused on the evaluation of process, impact, sustainability,and build index system of them, and analysed them by Fuzzy Comprehensive Evaluation Method.The end, the thesis evaluates comprehensively the entire firstphase of the project.The paper summed up the main issues and recommendations .It is useful to follow-up projects.
