Electric power industry is to support the basic industry of national economy and social development and public utilities, including grid construction to promote social and economic development, speed up the upgrading of industrial structure, optimize the distribution of energy, energy security plays a positive role. In recent years, with the rapid development of the national economy and the residents’ living standard unceasing enhancement, the power of the nation’s dependence on also grows.The project of the transformer substation is a large power construction program. it is also an important infrastructure program of our country,which has an significant impact on the economy and social development of China. The post project evaluation of the transformer substation is a multi-level,muti-factor process, the evaluation should follow the mixture theory of qualitive and quantitive. by conducting the post evaluation of the grid project, it can strength the work of grid construction and can improve the construction of itself, at the same time,provide the relating advice to the new decisions,investment and management.The paper is setting the Western JiNing 220 KV transformer substation as an example,on the basis of the general theory of grid project,related with their own circumstances,then build an index system of the transformer substation and also a general evaluation model. to be more specific,evaluating the effectiveness, efficiency, environmental impact, social benefits and the sustainability of the program, and use the Analytic Hierarchy Process and fuzzy comprehensive method for empirical analysis.After a comprehensive evaluation,the result showed that the program of Western JiNing 220 KV transformer substation is successful overall,and it can achieve the purpose of optimizing the region’s power grid and improving the grid of this region, then it can have a significant impact on the development of economy. Concrete from the point of project objectives, project objectives evaluation after good; From the Angle of project implementation process, the early stage of the project decision-making, construction process, the late management good; Effect and benefit from a project perspective, the project in terms of physical properties with good performance and a good financial benefits for power generation and internal financial benefits have a positive effect; From sustainable development perspective, the project project of sustainable development power strong, able to maintain its sustainability.
