Study On How To Built The Core Economy Growth Pole Of The Chongqing New North Zone

The Chongqing New North Zone (CNNZ) is the biggest and most important developing zone of Chongqing, It will be built into a modern industry base which based on the hi-tech industry and a center of economy growth pole among developed metropolis economic circles and a urban style display area. It's an important strategic pivot of Chongqing Municipality to become a important growth pole in West China and economy center in the upper reaches of the Yangtze River. The document of Several Opinions of the State Council on Accelerating the Urban-Rural Reform and Development of Chongqing which was published in the early of 2009, clearly proposed that"Speeding up development of Chongqing New North Zone and Chongqing Port Bonded Area: a demonstration zone of inland open economy is to be established, integrating high-tech industrial R & D, manufacturing and modern service industries……pay serious attention to problems which concern on setting up of Liangjiang New Area."It symbolized that the development of CNNZ becomes a national strategy of China. It enables CNNZ to conformity resources and plan development in a much bigger area. So that, CNNZ can be one of the three biggest developing zones in China besides Shanghai Pudong New Area and Tianjin Binhai New Area.Instructed by the regional uneven development theory——especially the economy growth pole theory , the paper focuses on how to make CNNZ become a center of economy growth pole, and use the SWOT analysis method mostly. The paper analyzes the inner strengths of CNNZ all-sided,such as location,logistics,policy,investment environment,industry base; reveals the inner weaknesses objectively,such as unbalanced industry structure,lacking of innovative capacity and so on. The paper sums up the exterior opportunities of CNNZ, such as Chongqing became the Municipality, the Three Gorgy project construction, Chongqing became the pilot reform cities targeting coordinated rural and urban development, the establishment of Chongqing Port Bonded Area, the development of the CNNZ becoming a national strategy of China. Meanwhile, this paper analyzes the exterior threats, such as the heating competition from the areas nearby and the threats from the global financial crisis. Analysis showed that the CNNZ is facing great historical opportunities, and also has some unique advantages. Therefore, the CNNZ should adopt a proactive strategy to speed up building their own city of Chongqing becoming the core of developed economies and growth ring, with becoming a radioactive and developed driven force for the surrounding regions.On this basis, the paper sorts out a clear development way to build the core of growth pole of CNNZ. It proposes some concrete and feasible measures on building core economy growth pole of the CNNZ, with starting from a well served logistic system to create a top rank logistic environment; nurturing leading industries to create industrial clusters; cultivating an atmosphere of innovation to make scientific and technological innovation become a long lasting power to support the development of the CNNZ; expanding both of the internal and external opening up to promote investments; improving the governmental management system to optimize the political environment etc.
