The Study On The Industrial Development Of Chongqing New North Zone In The View Of Industrial Cluster Theory

Industrial cluster has been identified as an important countermeasure in promoting regional economy and competence. In this thesis, how to carry on industrial cluster strategy in ChongQing New North Zone (CQNNZ) was researched. The thesis elaborated the theories system, evolving process, domestic and international research circumstance, the related concept about industrial cluster. The phenomenon of industrial cluster in our country was analyzed and described by the substantial evidence.The thesis analyzed the basic circumstance of CQNNZ, elaborate the necessity that CQNNZ implements industrial cluster strategy. Main points have been studied as following: what method of industrial cluster should be adopted in CQNNZ? What kind of route for the development of industrial cluster should be pressed? According to what kind of principle and selecting what kind of industries is the effective direction to industrial cluster? How to construct the environment for making the industrial cluster change the government predominance to evolve into the market predominance gradually? What kind of function should be carried on for government in CQNNZ, how to produce result?On the foundation of above research, the writer thinks that: the lines and methods of industrial cluster for different countries and areas are quite different from each other. CQNNZ should choose a special road with CQNNZ's features and industrial characteristics, i.e. to construct creative surrounding and develop industrial cluster strongly. As to method of industrial cluster, the government in CQNNZ should select government-leaded industrial cluster at the early stage and gradually change to market-leaded one when its industry developed to certain level. As to line of industrial cluster, the government should carry on three-stage-strategy: cultivating increase poles—developing industry chains—forming industrial clusters. Based on local special industry development strategy and regional creative development strategy, CQNNZ can develop three leading industries (modern equipment manufacturing, IT, biological and chemical drug production) and three advantage industries( new materials, new medical equipments and modern service industry). In the process of forming industrial cluster, the government should take three functions (leading, supervising and service) and construct fine environment for industrial cluster to be able to get faster development with high quality and effectiveness.
