People must face a serious challenge that the environment around citizens is being destroyed more and more seriously in terms of sharp population expanding and living improvement. Waste would be a potential secondary pollution source. So, the urgent need is clearing waste up rapidly and effectively. In the other hand, the cost of waste disposal limits its instant elimination to some extent. The cost is composed of elimination expense and transportation fee. Reduction of cost, generally, depends on the technological innovation and progress, so that this is not a good way to reduce cost in a short time. In comparison, lower transportation costs can be implemented in a shorter time through efficient management and reasonable plan about waste transportation. In the logistics of view, this paper analyzes the features of the whole logistics process of solid waste consisting of production, storage, collection, transportation, relay transferring and elimination, and creates information models of the logistics line including geographical data models and entities information models relevant to the waste disposal. Geographical Information System is a technical platform with which the information models extract data. GIS supplies with basic geographical attributes used for municipal solid waste logistics optimization and displays intuitively the process of waste logistics with large amount of data processing capability and rapid visualization capability. To fit to what the waste disposal industry requires professionally, this paper improves the data structures of geographical information to deal simply with geographical data and provide rapidly geographical data used for logistics optimization.According to information models created, to maximize resource recycling of mixed waste, for the collection and transportation whose logistics can be optimized with a larger space, this paper builds a waste removal mathematical model with a sub-stack strategy to distinguish the resource content of waste. It is a combined algorithm of gene algorithm and simulated annealing algorithm to resolve the equation of the model, which takes advantages of two methods and avoids their disadvantages. And a better result has been gotten from the algorithm.Finally, a municipal solid waste management and optimization system has been developed. The system, with a friendly man-machine interface, allows managers to facilitate the management of garbage and to monitor its transportation. A trial block in the Pudong New Area has been selected to test the models and the system and reach at better schedule of waste collection and transportation.It is innovative and applied to introduce the GIS and logistics analyzing so that some new concepts and methods would be think out in a new perspective. The models and methods specialized in the municipal solid waste disposal industry provide fresh garbage removal techniques and tools. In the future, the optimization of the entire waste disposal process still needs further research and practice.
