With the inflating of market competition and various customized demands, the logistics operation cost has been becoming an increasingly part in the constitution of holistic products'costs. The efficiency improvement of logistics systems is an essential factor in increasing customers'satisfaction and the supply chain's competence. The efficiency of logistics systems depends much on their planning and design. A desirable design of logistics system has an overwhelming impact on its operational cost control. Based on a real case of logistics planning project for a malt production plant, this paper carries on the study of optimal design technology of logistics. With the efforts of investigation and analysis, problem abstracting, theoretical research and application, a comparatively integrating solution, which includes design of inbound, plant and outbound logistics, is developed. For the design of inbound logistics, the identification of suppliers system through qualitative analysis is made to form the inbound logistics network. Then the design problem is formulated into a two-echelons-multiple-nodes structure. Based on the single node Newsvendor problem, the single echelon, two-echelon 1:1, two-echelon 1: N and the comprehensive raw materials inbound logistics model with warehousing capacity constraints is formulated in turn. K-T conditions are adopted to solve the problem, which enables the maximization of expected revenue for single period. For the design of plant logistics, this paper mainly focuses on three key issues, i.e. organization, process and resource. Based on the entire process of material flow within the factory, plans of logistics processes realizing methods and routing are given. By using ARIS modeling methodology-the organizational view, function tree and control view, the logistics operation and management organizations are constructed, and the responsibilities of different positions are determined. Then he human and equipments are incorporated into the processes through the e-EPC model. The configuration of resources is realized by calculating the flow rate of nodes. Finally simulation method is exploited, which provides the improving suggestions to the design based on the analysis of the results. For the design of outbound logistics, a One Warehouse Multiple Distribution Centers– OWMD problem with 1: N: M structure is formulated. Then an outbound logistics location model considering stochastic demand, shipping and inventory costs is constructed. With further research, the significance of products'transportation policy is stated, then being combined with the OWMD model by introducing new variables and constraints. Finally, a Lagrangian relaxation method is utilized to solve the problem. A numerical experiment explains the process of decision making referring to this model.
