In the history that with this city evolved together every trade of Shanghai had the deep culture accumulates. The city culture construction is one dish chess that is not only depended on the effort of public culture section but also each responsibility corpus. Shanghai construction and transportation profession undertakes the city construction, the transportation development, city management and public service which having the culture tradition of more than 150 years. After the marketing reform the old profession manage mode mainly means as administration is facing the important adjustment. We not only want the means, such as administration, economy and law, but also lead into the culture thinking, carry out the culture management. The development of the city culture construction and the profession oneself put the profession culture construction onto the agenda.Construction and transportation profession belongs to the city public utilities category. The city government is the responsibility corpus. Study on the culture construction problem of Shanghai construction and transportation profession has the actively realistic meanings only to the related government section of Shanghai City, but also to the municipal profession and the other public welfare professions such as education and hygiene. This thesis chooses Shanghai construction and transportation profession as research object which has finished the marketing reform and is facing culture construction problem and the profession culture construction system as research contents. Drawing lessons from the culture construction experience at home and abroad this thesis inquiries into the culture construction problem of the municipal profession, and put the main point on the government supervisor section to push the profession culture construction, and put forward some proposals to solve it. This thesis consists of three parts. The main frame is as follows:Chapter one is the theoretical principle. It discusses the understanding to the concept, category, and functions of the culture and related theories about corporate culture. On this foundation, it inquiries into the relation between culture and economy, and analyses the characteristics of the municipal profession. So it gets three conclusions, which is'the municipal profession has culture','the municipal profession has to develop the profession culture'and'the government section has to push the municipal profession culture construction'. Then it puts forward the concept, structure and functions of the profession culture, and carries on the related analysis from three angles which are the ethics culture, the organization culture and the management culture, and especially induces three essence differentiations between the profession culture and the corporate culture.Chapter Two studies on the profession characteristic, culture development appearance and the facing challenges of Shanghai construction and transportation profession. Among them, the point analyzes the profession characteristics and regions characteristics, inquiries into special relation of Shanghai construction and transportation profession and the city spirit of Shanghai, analyzes realistic foundation of the profession culture construction and the importance to harmonious culture construction, promote the international competition ability of city and set up the harmonious profession. Thus clarified to strengthen main background of the culture construction of Shanghai construction and transportation profession.Chapter three draws lessons from the experience of the other domestic and international construction and transportation profession. It enumerates three cases from Tokyo, Singapore and New York, and analyses the cultural affection in city construction, urban management and public service. It also enumerates the cases from Hong Kong and the State Ministry of Communications, who has given much experience of profession culture construction.Chapter four according to the analysis of the ex-text, put forward the solution to strengthen the culture construction of Shanghai construction and transportation profession. The point is eight important targets, such as the profession core value system, profession spirit, profession norm, service brand and so on. It carries on the related case example analysis and clarifies the construction request. In addition, it designs a frame system of the profession culture construction, and carries on the analysis to the related kit mechanism and measure.This thesis thinks that some public-spirited professions appeared the phenomenon to deviate the value in reform liberal progress. whether the government section or the theories field still have the main concentration of introspects in the policy level, and study how to improve" hard environment" construction of the public-spirited profession, but have not given for" soft environment" construction. Therefore the culture construction problem of Shanghai construction and transportation profession certainly has innovation. This thesis puts forward the related theories form of the profession culture and the essence differentiation between the corporate culture, designs eight point targets of the profession culture constructions and the frame system of the profession culture construction, which not only enriched the related theories of culture management and profession management, but also provides the operability profession culture construction path for the related government section.
