The Study Of Multi-Project Management Of Human Resourses Balance In Olympic Communication Security

With China's accession to the WTO, the speeding up the process of economic globalization and the advent of the knowledge-based economy, it has brought unprecedented opportunities for the development of enterprises and put forward higher requirements of enterprise management level. Project management in Chinese enterprises to gain the widespread promotion and application, however, with the enterprise development, more and more enterprises are facing many challenges in Multi-Project management. Multi-Project management has become a hot research and practice. In a number of projects implemented at the same time, companies often face the problem that is the sharing of resources in different projects. Therefore, companies should allocate the resources reasonably and effectively, reduce the cost of the project in Multi-Project environment, in order to better business efficiency.The paper bases on the central issues of Multi-Project environment, human resources balance in the analysis of domestic and foreign literature and research results on the basis of the study. First of all, this article studies the key role of the human resources balance in the Olympic communication security project, as well as the great significance of the Multi-Project resources allocation issues. Then this article expands on the project management, Multi-Project management and resource optimization theory of knowledge systematically; summarizes and draws on the common thinking and related method of calculation of the resources to address the balance; based on this, it is clear that the balance of resources in Multi-Project is a very complex optimization problem, a variety of optimization methods commonly used can not afford to calculate its complexity, and optimize the effectiveness of limited. And then based on the basic elements analysis of Multi-Project resource balance as well as the analysis of the basic principles of network plan, it takes a simple structure of the network as an example of Multi-Project, describes the derived iterative process of solving Multi-Project resource balance with heuristic algorithm, and establishes Multi-Project resource balance data model.Based on the above research results, for the characteristics and mathematical model of resources balance in Multi-Project environment, the paper uses heuristic, and modeling with EXCEL. This approach has the advantage of a clear visual display of the results of the process of solving and facilitating the understanding of the actual project and complexity of the cases, the adjustment of innovative solutions; by the comparison of the balance of resources before and after, it has proved that this method is effective and practical, and is a easy to understand and effectively viable solution of the balance among multi-projects.
