At present, the rural telecom market is facing a rare opportunity, therefore it has a positive significance to telecom operators for their new growth points in order to maintain sustainable development. To all enterprises, developing a successful marketing strategy for rural telecom market is a very important topic especially in the environment of fierce market competition and price war. Marketing Management is a management science which has a very practical, complexity and guiding significance in the real work, but it is with a certain degree of difficulty and challenge.Combined with the actual situation of **telecom company, especially the successful experience and existing problem, and an analysis on the development trends of rural telecom market, the characteristics of rural users' consumption and demand as well as the voice services, value-added services and integrated information services in the countryside, this paper, in according to marketing management study, presents a developing proposal for the next phase in three aspects such as developing customers, retaining customers and improving customers.
