Study On The Conflict Happened Among The Main Stakeholders In Resource-based Cities' Compensation Mechanism

After a long-term and large-scale exploitation, many of China's resource-based cities have approaching into the period of winter one after another, these cities faced serious "three-risk situation"—the economic crisis, a crisis of resources, the environment crisis, and the situation affect our country's energy security and sustainable development even. An effective compensation mechanism for the realization of lost parts of resource value, which can provide adequate funding for these cities' industrial restructuring and environmental management, build the mechanism has become the focus of attention of all levels' government.The thesis defined the concept of compensation mechanisms and various of stakeholders first. And when the conflict happened between the main stakeholders, the thought of equilibrium has been used in the thesis, through the establishment of a game matrix to study the equilibrium, put forward the concept of regulatory factor, and the recommendations which can ease the conflict and achieve bilateral win-win status have been put forward based on the analysis of regulatory factor.The main reason for the conflict above is the value of the resources can't be realized by the market. In the thesis, the importance of property right of resource has been brought out, through the analysis of the lost parts of resource value. The auction mechanism has been introduced into the property market (including a unilateral auction market and a bilateral auction in the secondary market), which can realize the value of property. Finally, based on the system science, the way of feedback dynamic complexity which comes from the system dynamics science has been used to analysis the element, which impact on the auction market's healthy and rapid development. Combined with the archetype analysis, some management countermeasures have been put forward to promote the development of the auction market.
