| As China's sustained and rapid economic development, the continuous improvement of living standards, population growth, industrialization and urbanization , energy consumption is stably growing, per capita energy consumption is rising, carbon dioxide emissions is also a sharp rise in our country. China has become the world's second largest emitter of carbon dioxide next to the United States. Moreover, our country's energy structure which fossil fuel-based dominated at a fairly long time, rising energy consumption and carbon-based greenhouse gas emissions make our country's energy development to face more severe challenges. On carbon dioxide emissions problem, from the perspective of public economics, this article proposed the use of carbon tax policy to achieve the reduction of carbon dioxide emission, which would be of great significance to the implementation of sustainable development society.In this paper, empirical analysis and normative analysis were employed as a combining method. On the one hand, based on the research of scholars at home and abroad, systematically and comprehensively analyzed the carbon tax policy, combining with the condition of our country, carbon tax policy was designed. In addition, the article use STIRPAT model to analyze the impact factors of China's carbon dioxide emissions, then it studied different carbon tax programs on the effects of China's carbon dioxide emissions. This article divided the above-mentioned two parts into six chapters, each chapter are as follows:First chapter was introduction, first of all it introduced the purpose and significance of this study, followed by introduction of the research methods and research structure, in the end the thesis concluded the innovation and inadequate.The second chapter was an overview of carbon dioxide emission reduction. It introduced the status of our country's carbon dioxide emissions, and defined the relationship between carbon dioxide emissions and economic development. Finally it described the literature review and related comments related to carbon dioxide emissions reduction at home and abroad. The third chapter was the factor analysis on effects of carbon dioxide emissions. This chapter employed computable general equilibrium (CGE) model to deeply analyze the factors affected carbon dioxide emissions. And then it verified the number of population, per capita GDP, urbanization rate, energy efficiency and so on conducted different effects to the extent on carbon dioxide emissions, which led to the proposition conclusions on the impact of carbon dioxide emissions.Chapter IV was simulation study on carbon tax abatement policy. Through the carbon tax policy experience of Western European countries, it set different carbon tax program. Running through the model, it analyzed the effects on economics, investment, consumption, energy intensity if China implement a carbon tax policies. And draw the conclusion that China's suitable carbon tax policy options should be the Denmark-based counterpart. This is the first innovation of the paper.The fifth chapter was the analysis of China's economic and social effects of carbon tax policy, it in-depth analyzed the carbon tax policies on China's economic and social effects, including the effects on our country's short-long-term of macro-economic, energy effects and additional health effects.Chapter VI was the design of a carbon tax policy path of China. Through the analysis of our general idea of a carbon tax policy design, it does not only put up with the development direction of China's future carbon taxes, but also it pointed out the shortcomings of the implementation of carbon tax emission reduction policy, This is the second innovation. In this paper, the conclusions had an important theoretical and practical significance about how the government should play a macro-control role of carbon tax policy and guiding the community to adopt emission reduction behavior. |
