In thousands years of development, labor created the human civilization and management came into the world. Different historical conditions and different cultural backgrounds created various management activities and theories. To some extent, the management thoughts were on behalf of national culture. That is why management thoughts are different between Chinese and western areas. They all have their own characteristics.In the development of western management thoughts, there are some changes: Firstly, the scientific management which was offered by Taylor significantly improved workers' efficiency. But he ignored what workers really need; Mayo who referred to personal relations made up those flaws, focused on the people. So this change is significant in management. Secondly, organization boundaries changes. As the behalf of organizational theory, Fayol and Weber set boundaries of organization from different aspects, which greatly improve the situation, and emphasize the position of leaders. Jack·Welch suggested that too many boundaries may not help organization to achieve its goal, but influence its development. Therefore, he proposed "No Boundaries Management"; Thirdly, that is the integration of elements in management. Plan,organization,command,coordination,control are not only the elements, but also system. The integration plays important role in management. Fourthly, management decision-making changed from experiences to science. They are no longer determined by the leader's knowledge, experience or style.In the development of Chinese management, on the one hand training the leaders was significance, on the other hand, in the control system, "Justice" weighs more than "interests". During the stage of reform and opening up, ideological and political work were main approaches in management and made big success. Since the market economy greatly developed, management thoughts and tools in western were brought in China. The Chinese learned and used western patterns, but they didn't achieve what they expected. However, the source of enterprises culture which came from Japan in 80's twenty century was Chinese management cultural. From "no boundaries" "no tools" to yes, that is the stages we should experience. And that is also the point we develop our own management.Therefore, Chinese and Western management thoughts are complementary at present. The development of modern management should not only pay more attention to scientific, accuracy, but also artistry and ambiguity. Then the two different patterns will get together soon of later.
