The transfer process of rural surplus labors is slow, and most surplus labors out of countryside can't settle in the city, but return to rural area. Whether in historical state of Urbanization and Industrialization process, or in economic state of most optimum distribution of labor resources, how to reduce rural workers' cost, to increase income in cities, to achieve long-term transfer of rural suplurs labors and to promot coordinated development of city and countryside is our most urgent problem.On the basis of learning others' research results, the essay evaluate cost and benefit of transfer of rural surplus labors, explore transferred rural surplus labors' urban viability, research influence over transfer system selection of rural surplus labors, so as to explain the reasons of why transfer system of rural surplus labors can't be long-term in China and to find instructive enlightenment.In current situation of city and countryside dualistic structure, the essay aims at different transfer system, selects different frames of reference to analyze cost and benefit. The frame of reference of short-term transfer is rural life style, and the frame of reference of long-term transfer is urban life style. According cost-benefit analysis, in current background, the long-term urban viability is insufficient because of cost-benefit double constraint, which means it's unpractical to reach long-term transfer in a generation time. The true value current transfer system of rural surplus labors is to turn their striving pain to improving the next generation ability for long-term transfer, and to accumulate funds and to create condition for the next generation long-term transfer. Letting "amphibious" labors transfer to improve the next generation ability for long-term transfer, is not only the result of family decide, but also need essential policy support. The essay suggests government to support by accelerating city and countryside economic development, backouting city and countryside barrier, completing laws and increasing investment in rural human capital, so as to promote rural surplus labor long-term transfer and urbanization process.
