So far early in 2009, the United States has been 32 bank failures, which is much higher than the 2008 collapses of 25 banks. The latest collapses of the three banks are Bank of Silverton (Silverton Bank), Citizens of Community Banks (Citizens Community Bank) and the United States Bank of the West (America West Bank). According to the U.S. Federal Deposit Insurance Corporation (the failed bank for the United States to accept the insurance company) confirmed that the above three banks closed on May 1. In the closure of the last moment, Silverton Bank only 4.1 million U.S. dollars of assets, and deposits of 33 billion dollars.International agencies and analysts said that the United States this year will be the closure of 100 small and medium-sized banks, while the next two years will be the nation's banking capital loss of nearly half, the United States and the European banking sector will also set off a wave of mergers and acquisitions wave. U.S. financial industry has been plunged into a quagmire, but there is no doubt that should be dragged out of the mire of the financial industry, and not just rely on the U.S. financial industry the ability to repair itself, but also rely on the strength of the U.S. government. Economists Stiglitz had been to make recommendations so that all of these bad banks collapse and the U.S. government to inject money to these banks to do a new "clean" bank, in this way help the U.S. financial system to congestion new meat, full of new vitality. In the context of the financial crisis, the banking industry has attracted more attention, how to control the risk of the banking sector has also been proposed to re-heat. Based on domestic and foreign commercial banks in which the history of the environment, promoting the healthy development of China's socio-economic strategic perspective in order to promote the healthy development of the commercial banks as the basic purpose of the use of the system of economics, management science and related disciplines the basic principles of an open perspective and the concept of China's commercial banks to carry out a systematic monitoring system for research on the development of China's commercial banks have an important practical and historical significance.Traditional view that: the high proportion of commercial bank debt and unsecured liabilities of the banking sector led to high-risk, in order to reduce high-risk banks to prevent the bank's opportunistic behavior and the emergence of financial fraud, the banking sector by a government department to a high degree of supervision. In the supervision of banks, the international commercial bank regulatory model gradually by the "rigid", "semi-rigid" transformation to flexible. With the banking system reform in China deepens, the establishment of a sound, competitive financial system appropriate objective, commercial banking, "profit" behavior of the market economy has been further strengthened, as a result of asymmetric information leading to the problem of moral hazard of banks and the more complex problems of adverse selection, the banking supervisory authorities and supervisory monitoring costs and greatly increase the difficulty. This paper attempts to model the business of banking supervision of the theoretical analysis to explain the regulatory failure and our current financial regulatory incentives that exist in the causes of serious deficiencies in the information asymmetry perspective, the proposed incentive compatibility of the formation mechanism for financial supervision and policy.
