Occupational pension as a crucial complement to Basic Pension contributes to social stability, corporate development and also capital market. Occupational pension fund capitalizing operation is closely related to our country's young capital markets, and its level of operating earnings will eventually affect the workers'retirement life quality directly. Therefore, to search effective investment in enterprise annuity fund, whether for those people who benefit from occupational pension plan, or for occupational pension its own sustainable development are of great significance.In this article, to choose our country's enterprise annuity fund capitalizing operation as research object, and to select US 401 (k) plan as a reference object, from which we could learn a lesson to develop and improve our own country's enterprise annuity capitalizing operation. US 401(k) plan has formed a relatively perfect system during long-term practice, which has a good practical significance in rules set up of our country's occupational pension system, in improve operating levels of occupational pension fund capital, to promote occupational pension market and the capital markets. This paper aims to find out operations problems in China's capital of occupational pension fund, put forward appropriate solutions based on China's national conditions. Through the overall introduction of 401(k) plan, research on annuity fund capitalizing operation, and it's strengths and weaknesses analysis, and with China's specific combination of economic and social environment, to fund the suitable solution to China's national conditions and programs.Conclusions and recommendations through above problems'research: to improve external and internal environment of our country's enterprise annuity fund capitalizing operation. To improve internal environment, We should work from below points: formulate policies relatively easy access, strengthen the core of the status and role of the trustee, and gradually relax pension fund investment portfolio strictly limited restrictions on the provision of advisory services for employees, improve corporate pension portability and flexibility of the design of pension system aspects; To improve external environment, we should strengthen its legislative work clearly related to the main duty, improve preferential tax policies to accelerate the development of capital market regulations, strengthen supervision of the capitalization operations, increase policy advocacy efforts, such as the development of occupational pension important basic aspects.
