In 2007, the iron and steel making complex, BS Group established a 5-year development stipulation, which leads to super-conventional increasing of secondary resources. THE NEW BUILDING MATERIAL Co., which subordinates to the Group, is the market-pioneering manufacturer in cementing material industry of the country. The company makes use of the blast furnace slag, one kind of secondary resources of iron-making, to produce the Ground Granulated Blast Furnace Slag powder (GGBS) for ready-mixed cement making. With a new round of development planning of BS Group determination, and as well as nation-building resource-saving process of promoting a harmonious society, the company is now facing a rare golden opportunity as a comprehensive utilization of resources enterprise. In this context, how to establish and maintain the industrial leader position in accordance with the strategic developing goals, meanwhile how to scale expansion in the production at the same time, has become a topic of concern. The company needs to draw a future development plan of corresponding measures of the strategic action based on integrate operations beginning in early 2008.This research is focused on the future development strategies of the company as the marketing leader in a specific target market. After detailed analysis, the research proposes the "Stake Holders (Six Factors) Model" based on the GGBS powder in the cementing material marketing environment. Then, the research points out the model should focus on how to distribute the benefits which carrying out from the replacement of the cement and the reduction of the concrete cost, how to maintain the relations with each other in a balanced state. Then, in accordance with the features of the enterprise, industry and market, the research designs a series of strategic steps, which guiding and targeting the leadership to compete with a view to the future development of enterprises.
