With the flying development of out civil aviation, the crowed phenomenon of air traffic is more and more terrible. Due to the flow controlling, the amount of delaying flight is increasing year after year. Now the air traffic flow management system has not been established yet, so the air traffic is prone to perform disorder during the fastigium of air traffic flow. The Air Ground-holding Strategy could effectively alleviate the air congestion and deline flight delaying through switching air waiting into ground waiting, thus the Airport Ground-holding Problem is studied systematically and thoroughly in this paper. At first, based on the study of existed model, the revised model of the Single-airport Ground Holding Strategy with integrated capacity and delaying cost is established in this paper. The research arithmetic based on priority ranking of flight is established. The efficacious of the revised model is justified through analyzing the flights data in Beijing Shoudu airport. Secondly, the model of the Multi-airport Ground Holding Strategy with integrated capacity and delaying cost is established. The research arithmetic is brought forward based on the priority ranking of flights and the efficacious of the model is justified through analyzing the data of three aerodromes. At last, the revised model of Single-airport Ground Holding Strategy and the model of Multi-aiport Ground Strategy were applied to resolve the problem of delayed flight, and the scheduled flights are optimized.
