Research On Government Regulation In Public Transport Industry

Based on the Public Transport industry's natural monopoly and Public welfare, it is necessary for the government to carry out regulations on it. From the end of the 1990's to now, the reformation taken place two times in our Public Transport industry. In spite of that,the problem of government regulation Absence or dislocation has not be solved.So it is necessary for us to research on government regulation in Public Transport industry.Based on the status of our government regulation in Public Transport Industry, analysis the necessary of government regulation research. The author analyzed the mechanism and modalities of government regulation from three aspects,entry regulation,fare regulation, quality regulation. Pointed out that government regulation should balance the benefits of passengers and businesses,maintaining scale economies, effective competition and focus on the effectiveness and feasibility dring the regulatory measures be implemented.The author analyzed four modes of foreign government regulation Separately,including the Paris model, London model, Singapore model as well as the Curitiba model.The characteristics of Paris model is state-owned monopoly and ultra-low fare, the characteristics of London model is moderate competition,the characteristics of Singapore model is regional monopoly and the characteristics of Curitiba model is the Separation of Operations and Management.From the above model we know, two ways can improve regulation efficiency which is worth to learn. On the one hand, establish independent regulation institution,on the other hand, implement incentive regulation. Based on the analysis about the problem which exists in government regulation in Public Transport Industry, the author make a series of suggestions, including establish our country's independent regulation institution, improve entry regulation regulation measures, improve the quality of service by contract, set up a reasonable fare mechanism and so on. Our government should adopt franchise,price-cap,Contract Management,formulate service standards,establishment Services Complaints agency.In addition, different city should adopt different regulation model acording to their specific conditions.
