Study On Highway Survey And Design Enterprises To Participate The International Project Based On EPC General Contracting

The EPC general contracting model is a common pattern of contracting widely used internationally. After China's accession to WTO, more and more domestic survey and design enterprises moving to international engineering contracting market. in-depth study of EPC general contracting model, there is great realistic significance for Highway Survey and Design enterprises to take part in international project contracting.The paper uses the EPC general contract management theory, combined with example of Algeria East-West Highway project EPC contracting parcipitated by the China first highway Survey and Design Institute Co. Ltd.. After study of theory and empirical analysis, the main contents of the study are as follows:First of all, the paper analyses work environment and basic mode of international general contracting, research and design mainly about general contracting EPC project, pointed out that the design of the total contract management is the most important project management. Secondly, analyses the strategies of the international EPC tender process, the research is mainly contents the preparations for successful bidding and the admission of management after bidding. Thirdly, during the implementation of EPC general contracting project, research and analyses the work contents and design management of sub-contractors, propose the four aspect of design control i.e. design progress, quality, cost and design of cliams of the proposed design. At the same time, also strengthening of the coordination among the participants, communication management, and also propose the targeted management strategy design and the design of parallel co-management so that the Highway Survey and Design Enterprise adapt the market mechanism with international practice, provides the better services for genral contracting entire process.The thesis main achievement as follows: specific to highway project's characteristics, uses the parallel coordinated design management method for the EPC project, maximize the general contracting project management, solved the issue among participitants of EPC project, established a theoretical system for EPC project's design and management, adressed the successful and profitable tender strategy. In the course of project implementation, using the limited project cost but achieved the better economic returns.
