With the rapid development of our national economy and the smooth progress of the "Eleventh Five-Year Plan", the accelerated process of urbanization, the increasing motor vehicle in China, so the urban public transport has also been unprecedented developed. However, more and more people are also attracted attention on the traffic problems in cities. Traffic congestion, a high incidence of accidents and environmental pollution problems are more and more seriously affecting the strategic development of cities and people's lives. The development of sustainable transport system has also become an effective way to speed up urban development, promote harmonious cities for domestic cities, and it is also an effective method to protect people's health and living environment.BRT, as a new type of high-capacity rapid transit mode, a sustainable urban transport mode, is playing an increasingly important role in various countries which are going to alleviate traffic problems. Transit network optimal design problem, referred as TNODP, is an important aspect of planning program development and optimization, an important part in planning and design of BRT systems, it atractes the attention by scholars. The hybrid particle swarm optimization, which refines and practices in heuristic algorithm, is a good practice in the process of optimization problems. In the process of solving the problem through the solution space in parallel multi-point search, the larger the probability of convergence to the optimal solution, in order to achieve the purpose of optimizing the solution set.This paper, drawing on relevant theory, based on the BRT line on the issue of network planning optimization model, studied the algorithm and the optimization model of BRT line network planning, the Hybrid Particle Swarm Optimization is applied to the Alignments and the the line to stop site in network planning process. It proves the the validity of the algorithm to optimize the solution set of the feasibility of the process by studying the Bus Rapid Transit lines in the business distric between the Lanshan and Hedong county in Linyi city which achieves the optimal solution set.
