As a kind of economic phenomenon, bankruptcy is inevitable production of market competition in the condition of commodity economy. Bankruptcy procedure is the natural channel of enterprises entering into market. In the process of reforming our state-owned enterprises, some enterprises changed to be stock system enterprises and some exited market through bankruptcy. The case of bankruptcy of state-owned enterprises holds more than 50% in bankruptcy case trialed by court in recent ten years. Bankruptcy of state-owned enterprises turns into governmental action objectively because of lacking of social security system. Bankruptcy of state-owned enterprises refers to a series of social problems, such as bankruptcy enterprises employee's allocation, life guarantee and so on. The government has to be concerned with enterprises bankruptcy under the condition of lacking social security system. This paper studies the operational process of state-owned enterprises bankruptcy and responsibility of government. So, it divides into six parts. The first part--introduction expounds research background, meaning, importance, content, methods and review. The second part expounds related concepts and governmental function thesis. The third part introduces basic circs and operational process of Hengyang Rolling Mill in detail. The fourth part analyzes governmental function during state-owned enterprises bankruptcy using Hengyang Rolling Mill bankruptcy process. The fifth part introduces case study of governmental function during state-owned enterprises bankruptcy idiographic affair and analyzes the reason of needing government in the process of state-owned enterprises bankruptcy at present through case study. The last part summarizes the apocalypse of Hengyang Rolling Mill's successful bankruptcy and brings forward idiographic policy and advice.
