In2012, with the United States’ weak economy, Europe’s sovereign debt crisis,and emerging countries’ slowing growth, the economy around the world has dippeddown a lot. In order to protect the domestic industries, most countries have come outan increasing amount of trade management and restrictive measures. Output trade inChina is facing serious barriers. Foreign Direct Investment, FDI is an efficient way tosolve this issue. China’s state-owned enterprises are the leaders of FDI, whose successhas a huge influence on the investment market. According to the “2012Statisticalbulletin of China’s foreign direct investment”, state-owned enterprises occupies about60%of the total stock of FDI. However, their oversea performances are not so goodthat many of the national assets were lost. Furthermore, there exist some problems ingovernmental supervision on national assets overseas.Under this circumstance, it is of vital importance to build a scientific and suitableFDI environment evaluation model. It will not only benefit the state-ownedenterprises to have a better understandingof host countries’ political, economic, legal,social and natural environment factors, avoid some controllable risks ahead of time,but also enhance their global management capabilities and improve China’s positionin the world supply chain.This paper aims to build a FDI environment evaluation model that fits Chinesedomestic industries, according to what the “the People’s Republic of China on the12th five-year plan for national economic and social development program” suggests.It takes the state-owned companies as a research object, and then designs anevaluation index system from macroscopic and microcosmic views. During theestablishment of the evaluation model, this paper uses set-valued statistics for indexes’values, both subjective and objective methods to determine the indexes’ weights.After the practice of using this model on the China National Offshore Oil Corporation,this paper adds the middle-view indexes and a flexible module, which perfects theindex system and form a dynamic FDI environment evaluation index system. Finally,combining the evaluation results and developed countries’ successful experiences,some suggestions about governmental early-stage supervision are summed up.
