Research On Method And Application Of Risk Management In The Small Hydropower Project

The hydropower project is characterized with large construction scale, long construction period , complicated technology, various construction links and constraint factors. Due to the effect of the circustances such as the technology,management,economy,geography,laws,culture and religion, politics of the country where the project is located,the international hydropower project possesses its unique complexity and uncertainty. Consequently, especially in the stage of implement, the general contractor needs more resource to invest and faces extremely high project risks. At the same time, many operators and managers of project have very weak risk management consciousness and don't know how to identify and assess the risk. So, in order to reducing the risk, improving risk management level in the project execution, achieving the target of project management and improving the ability in competing, it is necessary to present a risk management method of small hydropower project. Based on A Ba small hydropower project in Si Chuan province, The paper utilizes the existing theories and approaches of project risk management to identify and analyse the genereal factors of risk management in the implemenation of project, and establish the Fuzzy Synthetical Assessment Model to assess the risk factors. Then, according to the fact of the project and its location, choose the scheme and measures to prevent risk, ensur the success of the target control of project and reach it to the best of our abilities. The main content of the paper is as follows:(1)Analyse the risk characters of the small hydropower project and its risk management course.(2) Based on the risk identifying method in the development of small hydropower project, establishs the its risk structure model and identify the risk of technology, environment, management, economy and get the risk list.(3)According to the risk analysis and assessment method of small hydropower project, puts up the the Fuzzy Synthetical Assessment Model to research the control and management measures of small hydropower project.(4) Finally, research the Ming da Hydorpower Project in A Ba area of Si Chuan province, according to the experience of risk control and management, this paper carrys out the risk assessment and analysis of the project in quality and quantity.
