Research On Risk Management Of A Block Resettlement Housing Project In Jiaxing

When a city in the stage of rapidly economic development and regional expansion,the contradiction between people's awareness of improving the quality of life and the relatively backward urban construction has become increasingly prominent.Therefore,the demolition of a large number of old houses and dilapidated houses,as well as the corresponding construction of resettlement housing,will become an important part of the quality improvement for the city.The resettlement housing refers to the houses where the local government resettles the residents within the scope of land acquisition used for the municipal construction or other public welfare facilities by government.The comprehensive rectification project of resettlement housing is an organic whole process.It is not only contains the characteristics of ordinary commercial housing project construction,including large construction scale,high technical requirements being,high financing cost,long construction period and more participants,but also has the characteristics of its own,including expropriation compensation being needed for the early stage,more residents needed to be resettled by the government and large funds demand.Generally speaking,the uncertain factors for the comprehensive improvement of resettlement housing exist in all stages of the project.The length of the project completion and the quality of the project could directly affect the local economic development and social stability.First,this study introduces the research background and meaning of the project.And it draws lessons from the relatively mature theories and methods in project risk management research at home and abroad,conducts systematic analysis and discussion and discussion toward project risks in aspects such as risk identification,risk assessment and risk response,adopts the method combining qualitative analysis and quantitative analysis and summarizes the fuzzy synthetic evaluation method which is suitable for project risk management of resettlement housing project.Secondly,through introducing the empirical case of A block resettlement housing project in Jia Xing,according to the specific situation of the project and the particularity of the comprehensive renovation of the resettlement housing,integrating the provisions and processes before and after the construction of the resettlement housing and through expert evaluation method summarizing out the primary risk indicators and secondary risk indicators,determines the 5 primary risk indicators and15 secondary risk indicators of this resettlement housing project.Then,the weight of each risk factor is calculated by using the analytic hierarchy process according to the importance and influence of risk indicators at all levels.Next,the comprehensive score is got by using the level 1 and level 2 fuzzy synthetic evaluation method and the conclusion that the comprehensive risk degree of the resettlement housing project is ordinary is obtained.Among them,the level of the 4 risks including the risks in the process of land demolition,the risks in the process of household resettlement,the risks in the process of housing construction and the risks of capital guarantee of the project is ordinary;The risk level for the lack of project management is low.Through specific analysis,in terms of risks in the process of land demolition,the risk level for the risk of not fully-implemented demolition policies is relatively high;in terms of risks in the process of resettlement,the risk degree for the risk of overlong housing delivery time is slightly high;in terms of risks in the construction process of resettlement housing,the degree of quality and technical risk is relatively high;in terms of the capital guarantee risk of resettlement housing project,the financing risk is the highest.in terms of the risks of the lack of project management,the risk degree for the lack of management subject is the highest.Finally,effective risk response measures are proposed according to the importance of various risks so as to provide some valuable references for risk management of resettlement housing projects.
