Nowadays the era is an informational age and has become a new economic epoch characterized by information and networks. The telecommunications industry, as the economic infrastructure of this age, has received unprecedented attention. With inspiration from the successful experience of reforms conducted abroad, since the 1990s, our country's telecommunications monopoly of the original system began to break, and stepped onto the road of reform. In May 2008, the telecom industry went through a reorganization and a new situation resulted where new China Telecom, new China Unicom and new China Mobile share the market. That's the process of China's telecom industry has experienced. Under the new pattern, the main focus of every telecom enterprise concerned is how to benefit from cooperation and competition by taking an advantage of the Value Network and the relevant interest groups.For China's telecom industry, the issue about telecom enterprise marketing competition has now arisen as greatly noteworthy. So, the paper selects the acts of the telecom enterprise marketing competition as an entry point for researching, with the purpose of putting forward a telecom theoretical analysis framework which combine the theory of marketing competition and government regulation through building a evolutionary game model indicating the relationship between telecom business-to-business behavior and government regulation. The paper has done the following research: First,After studying the relevant literature and analyzing the incidence relation between the basic characteristics of telecom industry and the assumptions of evolutionary game model, we can get the conclusion that evolutionary game model can be applied to the field of telecom enterprises marketing competition.Second,In terms of the assumption that participants have limited rationality, we firstly build an evolutionary game model about market-competitive behavior among telecom enterprises, and then, analyze the strategic behavior selections under different forms of cost for telecom enterprise, and expound the long-term evolutionary trend of the game about cooperation and competition of telecom enterprise as well.Third, Based on the evolutionary game, we propose another evolutionary model about the game between telecommunication enterprise and regulatory agency. This model reveals the characteristics of their performance and their steady state, so as to achieve the theoretical analysis framework proposed in this paper, which combines the theory of telecom marketing competition theory and government regulation theory.
