Study On The Development Of Circular Agriculture In Heilongjiang Land-Reclamation Area

With the economic and social development, people more and more recognize that the ecological environment, shortage of resources and energy issues has become constraint to the sustainable economic and social development. It becomes a global focus and a hot issue to study on the sustainable development and circular economy.Heilongjiang reclamation area is the largest and most mechanized economic region of state-owned farms, meanwhile it is an important commodity grain production base and an sideline products processing base. Although, Heilongjiang reclamation area owns a higher degree of industrialized agriculture in our country, comparing with the foreign country, there is still a big gap. So, in the new period, Heilongjiang reclamation area must lay on circular agriculture to enhance agricultural industrialization, agricultural modernization and implementation of an important development. Therefore it is of theoretical and realistic significance to carry out studies of this area.This paper reported a study on the development of circular agriculture with data derived from both theoretical analyses and a case study of Heilongjiang land-reclamation area. Firstly, it is the basic theoretical research of circular agriculture development, including the connotation and characteristics of circular economy and circular agriculture, the influence factors and theoretical basement of circular agriculture. Secondly, in view of the status quo of circular agriculture in Heilongjiang reclamation area, the major achievements of the circular agriculture were showed. Meanwhile, in the based on the main problems and obstacles, explore the reasons for the problems. Then, in profits from the domestic and foreign circular agricultural development in the advanced experience foundation, and taking Yan Jiagang farm and Hailin farm as empirical study objects, we comparative analyze the two places. Last but not the most,this paper proposed the measure of developing circular agriculture for Heilongjiang land-reclamation area, that is the mentality and target selection,as well as the safeguard mechanism of circular agriculture in Heilongjiang land-reclamation area.The conclusions as following;(1)The general idea of circular agriculture development for Heilongjiang land-reclamation areaOn the base of sustainable development theory and circular economy theory, stand on the regional ,environment and resource advantages,we can combined the agricultural advantages with the goals,combined the national macro-control with market mechanism,so as to guarantee grain security,energetically improve agriculture and infrastructure.Furthermore,relying on the science&technology and management innovation,guiding with the international experience of the same rank,we will improve the harmony between economy and environment in Heilongjiang land-reclamation area.(2)The general target of circular agriculture development for Heilongjiang land-reclamation areaFirstly, We must reduce the consumption of resources,in order to protect the agricultural resources and environment. Secondly,in the production process,we must use the agricultural resources reasonably,reduce reject production greatest degree.Thirdly,the inevitable reject will turn to the usable resources,invest into the agricultural production process,namely waste on verting into resources.(3)The specific objectives of circular agriculture development for Heilongjiang land-reclamation areaThe objective in 2006-2010 years: ten thousand Yuan GDP the energy consumption achieves 1.17 tons,which droped 20% comparing in 2005;the water redundant use achieves 75%;the industry solid reject synthesis use achieves 80%;The main renewable resource recycling use factor achieves about equally 70%, the scrap paper recycling use factor is 45%; The city life trash detoxification processing ratio achieves 70% agricultural irrigation water effective utilization factor to achieve 0.5; The main pollution emissions total quantity compares in 2005 to reduce 10%.The objective in 2011—2020 years: ten thousand Yuan GDP energy consumptions compare in 2010 to drop 20%, ten thousand Yuan industry increase in value energy consumption compares in 2010 to drop 25%; The process water redundant use factor compares in 2010 to enhance 15%; The industry solid reject synthesis use factor compares in 2010 to enhance 10%; The main renewable resource average recycling use factor compares in 2010 to enhance 10%; The city life trash detoxification processing ratio compares in 2010 to enhance 15%; The agricultural irrigation water effective utilization factor achieves 0.55; The main pollutant discharge total quantity has the obvious drop compared to 2010.(4)The safeguard mechanism of circular agriculture in Heilongjiang land-reclamation area.Strengthens the circulation agriculture the theory promotion; Constructs and consummates the circulation agriculture the policies and regulations construction, strengthens the leadership guidance; Reasonable plan, model demonstration; Development circulation agricultural technology support system; Multi-channel, the multi-forms raise the development finance, increases the construction investment; Infrastructural facilities, strengthened ecology improvement and repair; Practices the green GDP calculation system and the restraint drive measure.
