Exploring The Way For Long-Term Farmers' Incomes Increasing In Urban-Rural Synthetically Reform, The Thesis Illustrates With Jiu Long Po District Of Chongqing

Problems about Agriculture,Ruralareas and Peasantry are the principal one which always restricts our development. Thereinto, the core problem is about Peasantry. February 2004, the third plenary session officially proposed the scientific concept of development and the"five overall plans", whose main content is urban and rural development. Urban and rural development designates how to solve the problems about Agriculture,Ruralareas and Peasantry. The 17th National Congress of CPC's scientific development and overall consideration as its fundamental approach to the urban and rural areas to accelerate the national strategy, and the establishment of Chongqing and Chengdu two urban-rural synthetically reform, explore new experimental. Urban and rural areas, the fundamental purpose is cracked urban-rural dual structure, promote the farmers'obstacles, gap, and realize integration development.Based on international and domestic urban and rural areas and peasants theory study and practice experience and explore the comprehensive comparative analysis, the farmer placed in promoting rural and urban comprehensive reform test specific stage and the special background long-acting mechanism, established the farmers' income. Based on the exploration of the environment, from Chongqing city development of urban comprehensive reform first demonstration area, --- the authors analyze case study and analysis of the reform for Jiulongpo, with the survey of farmers'incomes and the analysis of part of rural areas, it analyzes the actuality, character, and transformation trend and obstacles to restriction to long-acting mechanism of farmers'income.Meanwhile, the author probes into the basic method, mechanism and the detailed measure, and points out the effects and limitations of accelerating farmers'long-acting income, in order to propose the method for consolidating the base and offering supports. Based on theory integration and demonstration analysis, it does not focus on the study for general ways to accelerate long-acting farmers'income, but also give prominence to the areas differences. Drawing experiences and lessons, combining local actual, constructing with stable income and flexible income, improve farmers'traditional incomes methods. Meanwhile, from current focus of rural and urban balance reform and its development trend, it searches for new way to improve farmers'stable income, pertinently put forward peasants "3 + 3" in order to promote long-effect mechanism, farmer's income stable, three labor incomes: agriculture income, employment income, startup income. Three estate incomes: land income property income and insurance income; also offer indemnification on construction, policy and environment, in order to accelerate farmers'income increasing stably.
