Study On Long-Term Effective Mechanism Of The Increase Of Famer's Income In Guangxi

Since feudal society, the problem about farmer has gone through the history of China, affecting the transformation of society. At the end of 1970s, the countryside household undertaking responsibility became the starting point of the socialist economic organizational reform of our country. Presently, the problems about agriculture, countryside and farmer arise obviously and become obstacle to the reform and the development of China economy and society. Of these problems, the core is farmer. The crux of the problem lies in the excessive low income. How to improve the farmer's income becomes an important problem. Since the reform and open, Guangxi farmer's income has been greatly improved. But along with the decrease and weakening of the organizational reform, the Guangxi farmer's income grows in slow tendency and has a certain disparity with the speed of Guangxi national economic development. And seen from a general observation of entire development process, the increase of farmer's income has a very big fluctuation, the effect of price's factor is the most. These explain the long-term effective mechanism of the increase of Guangxi farmer's income must be established. By summarizing the research results about farmer's income of the domestic and abroad scholars, in this article, analysis thoroughly the restricting factors of the increase of farmer's income. The influencing factor of farmer's income problem is the agricultural weakness as well as the limited endowment of land resource in Guangxi. By inspecting the farmer's income—related theory and policy, we can conclude that the steady increase of fanner's income is closely related to official support, and a series of policy is necessary. This article proposes that, to establish long-term effective mechanism of the increase of Guangxi farmer's income, three main points must be achieved: First, gradually, realize the shift of the countryside surplus labor smoothly; Second, the establishment and the consummation of agricultural subsidy mechanism; Third, Guangxi characteristic industry must be developed. It is needed to provide a guarantee in the field of infrastructural facilities, science and education, finance, land system etc.
