Research On A Long-term Effect Mechanism To Increase Peasant Income From The Perspective Of Human Resource Development

Since the reform and opening up, peasants income increase has been the core issue of solving " three-dimensional rural issues", being taken seriously by all levels of government and academia. Taking the case of Jiangxi Province, this paper inquires into the principal element in affecting long-term income of the farmers, then builds a long-term effect mechanism to increase farmers' income from the perspective of human resource development, and finally elaborates on the measures of policy guarantee for increasing peasant incomes.Basic objectives of this study are:hoping to improve farmers' overall knowledge, skills and health through rural human resource development, that is to comprehensively enhance their human capital, to boost their own abilities and qualities, and therefore to promote peasant's employment or innovative undertaking.Under the macropolicy of the government and organizations(including the rural public service organizations centering on the government, the Economic Cooperation Organizations subject of the farmers and the Agricultural Industry Organizations centering on enterprises), to form a long-term "human resources Development-Employment-income "virtuous circle,and then to achieve the long-term farmers increase goal.The basic idea is:(1) using principal factor analysis to identify the main factors influencing long-term effectof peasants increase income; (2) positive analysis on how the main factors affecting farmers increase; (3) froming the perspective of human resources development, institutional analysis on income growth for farmers, systematically considers farmers, organizations and governments, using system dynamics model to construct peasants long-term increase, and by the analysis on long-term mechanism of feedback base model, brings forward the specific measures of eliminating the upper limit of income growth of farmers and the promoting policies to increase farmers long-term increase; (4) investigating on implementation of the long-term mechanism,summarizes the typical pattern formed during the implementation of famers income long-term increase mechanism, demonstrates the necessity for farmers long-term income increase mechanism design and policy implementation with facts.This study concludes that:the empirical studies in Jiangxi Province indicates that human capital is the most important factor affecting farmers income; Based on this, from the perspective of human resource development, this paper reviews in greater detail the mechanism and degree of human resources development influences increase income for farmers, and includes the system into the areas of human resources development, explore the system structure composed of the three levels of micro-Organization (farmers and peasants as a vector of human capital), the middle Organization (organizations protecting of rural public service organizations, farmers cooperative organizations, the industrialization of agriculture organization) and macro organizations (mainly refers to government policy); On this basis, through system Dynamics based model analysis, establish a long-functioning mechanism to increase the peasants' income, that is the integrated system co-operation and coupling of Farmers, the middle Organization and the Government.Among these factors,farmers themselves is the key who should be actively involved and invest on the human capital, such as education, training, health care, outgoing for employment etc; the middle organization is the effective carrier to provide public services for farmers, improve the degree of organization of farmers and the overall quality; macro government policy is an important incentive and protection. Based on this long-term mechanism, the Government should develop and implement an active policy support measures to promote long-term the peasants' income increase.
