Problems And Countermeasures For Project In The Pipeline With BOT

With the economic explosive development of China,there is the rapid growth of demand on oil and gas resources.On the one hand,China is expanding the supply of overseas petroleum and diversifying the sources of petroleum to reduce the risk of break of oil and gas supplies;on the other hand,with the world-famous achievements in the national economic construction,until 2009,the foreign-exchange reserves of China have come to more than two trillion dollars.Therefore,this thesis makes an attempt to combine them with each other,with the reference to a kind of day-by-day-active general international BOT model for project financing since the 1980s,to build up a set of "Quasi BOT" model for enlarging export of labor services and strengthening inflows of resources by capital export.Firstly,the author introduces the investment concept and characteristics of BOT,the definition and type of BOT project risk,basic management method of BOT project risk,etc.in the thesis;then points out the feasibility of "Quasi BOT" model for pipeline construction project through analysis of the financial structure on pipeline construction project at present stage in China;finally,discusses the possible problems for applying "Quasi BOT" and the countermeasures that should be taken.On the basic of theoretical research to BOT risk management,the author of the thesis tries to discuss the BOT model for project financing that combines with China's actual conditions and refers to transnational operations to introduce the access of nongovernmental capital to the overseas pipeline construction project.The "Quasi BOT" model for financing in the pipeline construction project is used to do well the project financing market operations, strengthen the project risk management,reduce and avoid risk as much as possible,rationally share of project risk,improve the risk management level of project,protect the enthusiasm of investors well while safeguard the national strategic interests.
