As a kind of new transportation manner, high-speed railway acts more swiftly, more safely and more comfortablely. Together with its lower energy consumption and lager transportation capaeity, it serves mainly as the most effedtive solutions to the passenger transportation problem on busy trunk line conneeting big cities. Since the Donghaidao Shinkansen in Japan was put into operation in 1964, high speed railway has gained favorable economic and social benefit, which assures its powerfully full flourish within the whole world.In China, the conflict of the capaeity utilization between passenger and freight transportation has lasted for a long time, which made the bad impression of the travelers on the railway service. In order to solve the problem of highpitehed transportation capaeity, also meet the gradually higher demand of the transportation serviee, the state has constituted the medium and long period layout of the railway, according to which our country is about to constructing the passenger speeial line with great and full mighty.Against this background, firstly, a double-decker Game relation on passenger-dedicated line (PDL) planning between policy-makers and passengers is expounded in this paper. Estimate method for the cost of passenger-dedicated line (PDL) construction is studied by regression model. Some characteristics of state railway passenger flow are analyzed. A modified OD estimation algorithm from road flow based on previous studies is put forward to supple the passenger flow prediction system. And then, a Bi-level programming model of passenger-dedicated line (PDL) construction decision-making, which is in line with national conditions, is built. The algorithm is discussed, practicality is analysised. Finally, we verify the model with railway trunk network by matlab programming, and get good effect.
