With telecom industry restructuring is completed and third-generation mobile telephone licenses are issued, three major operators, namely China Unicom, China Mobile and China Telecom, would come into being, China's telecom market competition must be fiercer, it is hard to say which operator will be the victor.Because competition pressure is more and more fierce, telecom operators who can reduce operating expenses, improve work procedure, enhance operation efficiency, improve quality of Communication Networks will take the best opportunity to dominate the market. The investment of third-generation construction will be two hundred and ten billion yuan, in face of the situation, decision-maker must be more meticulous, more considerate and more profoundly, otherwise the telecom operators will not only lose money but also fail to achieve strategy.According to the research of telecom industry feasibility research report and project evaluation I found that project evaluation is focus on financial evaluation which is the only standard to make a decision. in fact there are many other factors that will influence the result of a project .so there must be a new project evaluation system to ensure that telecom operators can make right decision, especially for the uncertain projects such as third-generation construction projectsI analyze the existing questions of projects evaluation of telecom industry. Aiming at these questions, using for reference of perfect theories and methods of evaluating common projects and considering the peculiarity of evaluation industry, the thesis brings forward a new idea and schemes out a system for projects evaluation Based on these, I also take the first phase of beijing Unicom WCDMA construction project as an example to apply the evaluation system.
