On May 24th 2008 Ministry of Industry and Informatization, National Deveiopment and Reform Commission and Ministry of Finance joint released A Notice on Deepening the Reform of Telecommunications which brought telecom operators' market to a new pattern and the three considerable leading entire business operators appeared.We can predict that compete will be more intense in the future. And from the view points of economics, localization of the operation and market development, there is a great market potential among government and enterprises customers. Competes during the entire business operations are concentrated in government and enterprises customers. How will the market structure change in the future? What kind of strategies the new operators can take?According to these questions this paper made a brief introduction of market competition at first and then made a detailed description of operational characteristics and the characteristics of existing users of XX Unicom. It also summarized different kinds of marketing strategies in XX Unicom.Many problems and shortcomings on production strategies, resource strategies and marketing were found in this paper by detailed analysis. Some theories about Product Life Cycle, Product Strategy, Pricing strategies, Channel strategy, Promotion strategy and Brand Strategy were used in this paper. Some analysis methods such as SWOT were used to analyze compete environment, identify the core competitiveness and key factors in competition. Business strategies and development programs on government and enterprises customers were put forward. Some suggestions and improvement measures were proposed. To strengthen cooperation perfect marketing system, innovation management was set up in this paper and systematic and standardized guidelines were provided for the group business development.
