The paper mainly researches the reorganization strategy of Jinzhou Unicom. First, this paper points out the difficulty and the question which all operators possibly face in this reorganization, by summaring previous domestic telecommunication reorganization's experiences and lessons.Secondly, this paper analyzes New China Unicorn's internal and external environment indicators by SWOT while summarying the two operators' basic condition before Jinzhou Unicom reorganized.In the guidance of Strategic Management Theory,this paper proposes China Unicorn's strategic target "to do first-class full-service operators". According to the strategic target,this paper proposes that New China Unicom should formulate entire service operation strategy which fusion network and mobile service and take the FMC service as enterprise's core business. According to enterprise's actual situation,this paper proposes that New China Unicom should gradually execute entire service operation strategy. In the guidance of the formulated strategic target and enterprise's strategy,this paper proposes that New China Unicom should integrate resources again.Finally this article takes Jinzhou Unicom as the example to propose the concrete measures and suggestions about organization restoration,BPR,human resources management and salary system reform in strategic reorganization process.The article apply theory to reality in research process and mainly use Strategy Management Theory, BPR, Organizational Structure Theory and so on. This article's mentality provides the directive frame for strategy reorganization of telecommunication industries.At the same time,it is also used for extra large state-owned company reform and strategic reorganization enterprise resources integration.
