Since the formation of China Telecom in 2000,the group company has enforced system and mechanism reform innovation continuously in order to set up modern enterprise system:Action of main industry and sideline separation for downsizing, increasing efficiency and improving labor productivity; Action of combination province with local cities for organization simplify, function integration, and personnel comprehensive utilization; Action of five centralized management with the direction of standardization and intensification management; Action of five mechanism innovation in human resources reform, which are keeping on breakthrough. These reforms have achieved great success in helping China Telecom establish corporate operation mechanism initially, which is different from the traditional government department fundamentally, moreover, these actions have obtained a great deal of experience in modern enterprise system, mechanism and management pattern and etc, which are needed for setting up modem enterprise system. But under the intensive and changeable market competition, China Telecom needs a comprehensive reform urgently, to promote enterprise competitive ability in a large scale. Therefore the flow reorganization is drawn out and becomes the most important way to establish new enterprise operation pattern.Mr. Darwin said:the survival species in nature were neither the strongest nor the weakest, but adapted to their environment. Now, many outstanding enterprises in the world are using flow management pattern, instead of function management pattern to adapt to the unceasing change environment. So, speaking of China Telecom, the most important action is to set up flow management idea, grasp flow management methods, establish flow management system,improve the enterprise adaptation ability from continuous management reform.Using the flow management theory, the article researches and analysis the working flow about Ningxia Telecom, Shizuishan branch company and launches a discussion on how to set up a modem enterprise operation pattern, which is "Market as guidance, customers focus, efficiency as target". The research mainly displays in the following three aspects:(1)Taking market as guidance aspect, the article mentions that enterprise sets up the front end and the rear end service framework, the rear end serves for the front end, the front end provides excellent service to the market and customers, and also sets up customers response center, implements resources deployment flow, speeds up the market response, actuates the rolling investment by the market demands etc.(2)Taking customer focus aspect, the article mentions that enterprise provides targeted service to different customer group through market subdivision, strengthens charging account process,implements VIP customers flow, provides the whole-processing solution, establishes the interior customer system through SLA, the rear end takes the front end as the customer.(3)Taking efficiency as target aspect, the article mentions that the enterprise makes the local network as profit center, and is responsible for the factors of income and net operation asset contribution rate, decomposes KPI to the post, controls capital outlay, enhances the investment benefit.The article has made deep research about the flow reorganization theory and its implementation. It has significant meaning on the theory research and actual application.
