Research On ICT Project Risk Management Of Telecom Operators

Against the backdrop of the global telecommunications industry restructuring and adjustment the world major telecom operators wants to probe the new business model—ICT (Information and Communications Technology) project and try to understand the ideal curve that change from the traditional communication operators to comprehensive information service provider.With the developing of China telecom industry restructuring, bring about a new round of competition of China telecom industry. But the competition situation has not been really changed yet, For the telecom operators, the keys of the problems is to seize the unique market and opportunity of the policy, to rely on the existing network and customer base, making full use of traditional advantages, to actively promote the development space of the ICT projects, to explore business model of reform restructuring, How to manage the risk of ICT Project is the decisive factor of success or failure that the telecom operators march towards ICT markets.There are great uncertainties in the lifecycle of an ICT project, which result in high ratio of failure. Through project risk management, we can effectively recognize and manage the uncertain factors in the project. It's an important means to guarantee the success of an ICT project.In this paper, based on studying theories on project risk management, analyzing the characters of ICT project in telecommunication industry, and combining the real situation of some ICT Project of china Unicom, I expound methods and tools on project risk management, which covers project risk identification, risk evaluation, risk quantification, risk response planning and further discuss the problems occurred during the project delivery.
