Project Scope Management Research On The Construction Project Of The State Assets Administration Committe Videoconference System

With the rapid development of information technology, powerful and complex-structure IT projects are emerging. Time consuming development cycle and high cost are needed for these IT projects, which result the complication to manage the risk. On the other hand, frequent changes demanded for IT projects make it difficult to define the scope of the projects. During telecom enterprises'IT project management process, they always encounter problems such as deferred delivery due to accumulated and growing project scope, uselessness of finished project, provided system functions unacceptable to users, or system functions not able to meet with original project requirement, massive excess of project's construction cost over the original plan,etc. These unsuccessful experiences from the deferred IT projects made enterprises realize that they cannot control the project's proceeding direction solely based on previous project management experience, whereas, it is the right way to efficiently solve project postponement by using scientific measures and tools to lead project performance into the direction under control.This project scope management research on the State Assets Administration Committee videoconference of Beijing Unicom, consciously uses scientific management methodology and tools in project life cycle to ensure project achieving expected outcome within predefined timeframe.In this paper, the author take the study of project scoper application, with the case of the State Assets Adminisnation Committee videoconference of Beijing Unicom, uses scientific management methodology in project life cycle to sort out to deal with problems of project.
