At present, the telecommunication industry undergoes the new reform and the reorganization in our country, and formes tripod vertical market competition pattern of the telecommunication operators. The industrial structure has had the tremendous change. As a result of the telecommunication industry's network, that telecommunication supplies drive the development becomes the history, the demand driving has became the prime motor which only the professional operators can manage and grow, China Unicom faces with the unprecedented opportunity and the challenge. As China Unicom Henan Corporation's, the thesis tries to analyze the telecommunication industry circumstance of our country today, in order to research the development strategies for China Unicom.This thesis adopts the market Structure-enterprise Conduct-movement Performents (SCP) paradigm to carry on the system analysis to the telecommunication industry. And based on the paradigm, the thesis utilizes the SWOT analytic method to China Unicom's strong and weak abilities, the opportunity and the threat that the industry circumstance triggers, discusses telecommunication enterprise organizational deepen reform, to push China Unicom modern enterprise system construction further, to promote the enterprise operating decisions professionally, to enhances the market competitiveness and its direction and the way under the telecommunication regulation reform.Finally, according to the analysis above and the circumstance of our country telecommunications industry, the thesis proposes, from four aspects of the plan, the market, the operation and the finance, suggestion and the measures that China Unicom can develops into the global first-class telecommunication operator.
