With increasingly ferocious competition in the telecoms sectors, the risk that customer may switch his subscribed network looms ever larger and the ARPU (Average Revenue per User) traditional voice service produces also comes down. Taking on this challenge, operators have to reduce the risk of network switch of either prepaid or postpaid service users, increase the ARPU of all kinds of users, and shift their focus from customer relationship building to maintenance. The only way for China Unicom to outdo other competitors is to open up service quickly, cut back on investment expenditure and maintenance cost. A flexible and sophisticated BSS (business support system) is one of the most powerful tools to achieve this purpose. As a core part of telecoms OSS (online charging system), the charging system needs to be good enough in its functions to support the operator in marketing its new products and services. Market competition may become even fiercer with the 3G licensing. For China Unicom which got the WCDMA operation license, to build up its 3G OSS is the most important.This paper is based on the current situation of China Unicom's BSS(Business Support System) and the requirement analysis of business support, according to the business standard and technology standard of China Unicom's OCS(Online Charging System),applying the theory of object oriented modeling and the method of metadata abstract, finally proposed the program's design and practice of OCS. Through the research of system construction's difficulty, the project completed the design and develop of interface among CRM(Custom Relationship Management),Billing and VAC(Value-added Authority Center),and well achieved all kinds of business support through systems, and guarantee the stability of the system and working with other systems after totally testing. Supporting the new pre-paid subscribers is prior objective of OCS, after operating steadily over 6 months, the old subscribers will gradually cutover on OCS.
